Local development forum at large scale projects of oil and gas industry took place in Nur-Sultan

“Localization development and possibilities for development of local content  on large projects of oil and gas industry” forum organized by the Council for development of strategic partnerships in oil and gas industry Petrocouncil.kz  took place on the 27th of September in Nur-Sultan city in Congress-Center within frames of  Kazenergy week 2019.

The basic goal of the forum was discussion of  issues pertaining to production localization and local content development. Representatives of  Republic of Kazakhstan Ministry of  Energy, of  Kazenergy association, “Atameken” national chamber of entrepreneurs, original equipment manufacturers, service companies and different suppliers in oil and gas industry including representatives of  such companies as Tengizchevroil LLP (TCO), North Caspian Operating Company (NCOC) and Karachaganak Petroleum Operating (KPO).

TCO representatives said that the enterprise strives for increase in local content share through development and attracting local manufacturers: at the moment more than 45 types of goods and materials are under company development. It directs its suppliers to local content development in production, knowledge transfer, nationalization. It carries out monitoring of performance of approximately 100 Kazakhstan local content plans with permanent suppliers and original equipment manufacturers.

NCOC representatives said that implementation of  international standards at local enterprises is one of the important areas of  NCOC operation within the frames of the Program for improvement of suppliers aimed at support of  local manufacturers.

Over the period from 2006 to 2019 10 local manufacturers have been successfully certified for compliance with American society of mechanical engineers standards and American Petroleum institute standards. KPO renders assistance in cooperation of  local manufacturers with international manufacturers concerning issues of establishing new industrial enterprises in Kazakhstan or partnerships with participation of  local companies through cooperation with international associations such as Department of  International Trade of the United Kingdom (UK DIT), Italian-Kazakh chamber of commerce, Association of  Holland suppliers in oil and gas industry with the purpose of attracting investments, ensuring of  transfer of  technologies.

Assylbek Dzhakiyev – secretary of the Council for development of strategic partnerships in oil and gas industry – said that forum participants should actively share their experience and discuss further plans of production localization as well as development of  local content. Kazakhstan entrepreneurs had an opportunity of holding negotiations with representatives of  large oil and gas operators and ask questions within their concern.
