Forum on Local Content Development within the Gas Separation Complex Project

KMG PetroChem, PetroCouncil, Tecnimont, and Consolidated Contractors Company held a Forum on Local Content Development within the Gas Separation Complex Project

On 20 November 2025, in Atyrau, KMG PetroChem, together with the PetroCouncil, Tecnimont, and Consolidated Contractors Company (hereinafter, CCIC), held a Forum on Local Content Development as part of the implementation of the gas separation complex — a key component of the second phase of construction of the country’s first integrated gas chemical complex.

The Forum gathered over 400 suppliers of goods, works, and services — representatives of relevant industry associations, government authorities, national companies, and joint ventures.

“We aim not only to deliver the project with quality and on schedule, but also to ensure the involvement of Kazakhstani companies. We see significant potential among local manufacturers and contractors and we are ready to provide them with the necessary support for participation in the project. The Forum enables direct dialogue with businesses and builds a foundation for effective future cooperation,” noted Diaz Diyanov, Chairman of KMG PetroChem.

The gas separation complex is a key facility of the second phase of Kazakhstan’s first integrated gas chemical complex. The project, implemented by KMG PetroChem at the Tengiz field, provides for the processing of 9.1 bcm of dry gas per year, with extraction of up to 1.6 million tonnes of ethane and up to 360 thousand tonnes of propane. At the peak of construction (2026–2027), the project will create around 3,500 jobs, and approximately 400 permanent jobs during the operational phase.

“The mission of PetroCouncil is to unite and support efforts to ensure fair and successful development of the lical oil and gas market, serving as an open platform for consolidating efforts to advance local content. On behalf of the entire oilfield service market, we express our appreciation to KMG PetroChem, Tecnimont, and CCIC for creating a platform that confirms companies’ commitment to a transparent approach in engaging Kazakhstani businesses in the gas separation complex works,” said Assylbek Jakiyev, Chairman of PetroCouncil.

Tecnimont, part of MAIRE’s Integrated E&C Solutions business line, continues the legacy of Italian engineering pioneers and brings decades of experience in managing major integrated projects worldwide. Tecnimont is one of the world’s leading contractors in constructing high-tech and complex industrial facilities in natural resource processing, demonstrating high standards in HSE and a solid reputation for meeting deadlines, budget discipline, and engineering quality.

“The new Local Value Shared Growth Forum session once again highlights the importance of ICV programs for both partners and the industry as a whole. Cooperation with PetroCouncil, which Tecnimont KZ recently joined, demonstrates the advantages of integration with the local market and contributing to economic development,” said Niccolo Halpern, Vice President of TECNIMONT KZ.

CCIC is one of the key international partners of the project. The company is among the world’s largest private engineering and construction groups, operating in more than 40 countries, and has completed over 1,000 projects totaling more than USD 300 billion. CCIC has extensive EPC experience in the oil and gas sector, along with strong capabilities in pipeline construction and major infrastructure projects, including in Kazakhstan.

“We believe that sustainable growth is possible only through the involvement of local specialists, knowledge transfer, and the creation of long-term value within the country. Moving forward, CCIC will continue strengthening localization, developing national personnel, and creating long-term value for Kazakhstan. For us, this is not just a strategic approach — it is part of our identity,” stated CCIC Project Director Majdi Taher.

Construction of the gas separation complex is a critical infrastructure component that will supply feedstock for future polyethylene production facilities and other high-margin petrochemical products. Its implementation opens additional opportunities for Kazakhstani manufacturers of materials, equipment, and service companies.

PetroCouncil will continue its work to consolidate the positions of business and the state, develop localization mechanisms, and ensure sustained participation of Kazakhstani companies in large oil and gas chemical projects.

PetroCouncil expresses gratitude to all Forum participants for their constructive dialogue and readiness for joint efforts to advance local content development. Special thanks are extended to the technical partners — the transport company Samal Rakhim, AYACOM, and the PR agency “Business with Meaning” — for their reliable support in organizing the Forum.
