Atyrau hosts the 1st PetroMaintenance Forum 2023

September 22 in Atyrau on the territory of Infinity Eco Park held the I Forum Exhibition PetroMaintenance 2023, dedicated to the maintenance and repair in the oil and gas industry, which united key players in the oil and gas service markets.

The Oil and Gas Council and the Atameken Research and Production Enterprise of the Republic of Kazakhstan hosted the Forum-exhibition with the support of the Ministry of Energy of the Republic of Kazakhstan, PSA, TCO, NCOC, TotalEnergies E&P Dunga, JSC NC KazMunayGas and KPO.

Deputy Akim of the Atyrau Region Zhasulan BISEMBIEV made a welcoming speech to the participants of the event, who emphasized that the Forum site would be a good driver for the development of oil services in the region and an impetus for the implementation of useful initiatives. He also briefly introduced those present to the new investment projects being implemented in the Atyrau region (construction of a gas processing plant (GPP), a butadiene production plant and a number of other industries), expressing confidence that they will contribute to the creation of several tens of thousands of new jobs.

Vice Minister of Energy of the Republic of Kazakhstan Alibek Zhamauov informed about plans for the construction of two new gas processing plants in Kazakhstan, as part of the further development of the Kashagan and Karachaganak fields, while focusing on the need to increase the share of local content in the implementation of such complex projects.

“In this matter, operators should not be passive and, before using the services of foreign companies, they need to evaluate the capabilities of Kazakhstani manufacturers,” said the vice minister and voiced a number of recommendations for operators. These include: holding tenders only among local companies; oblige foreign enterprises wishing to participate in tenders to create joint ventures (JVs) with local companies; oblige the joint venture to make purchases only on the territory of the Republic of Kazakhstan.

General Director of KMG KASHAGAN B.V. Bakhytzhan Khasanov noted that when planning large-scale projects, such as planned capital repairs, the role of potential suppliers of goods, works and services, as well as their early interactions with operators of production facilities, is very important. “One of the key points to achieve a high level of interaction is such factors as joint analysis, understanding the needs of the project, identifying and assessing competent potential contractors, establishing contracts for the purpose of long-term cooperation,” he concluded.

According to Nurzhan Kismetov, Deputy General Director of PSA LLP for Contracts and Sales, special attention is paid to ensure that work related to the maintenance and repair of oil and gas facilities is carried out as much as possible under conditions that allow achieving high levels of local content.

“In general, the level of local content in the draft Production Sharing Agreement is ambiguous. In particular, local content in maintenance and repair services has shown positive trends over the past few years. When comparing these services for 2020, the level of local content in maintenance was about 60 percent, currently it averages more than 70 percent,” he noted.

The official representative of the NCE RK “Atameken” for interaction with oil and gas operators, Asylbek Dzhakiev, emphasized that over the years of its existence, Petrocouncil has become a recognizable and effective platform for discussing current issues in the oil and gas industry, as well as for interaction between oil and gas operators and government agencies with oil service companies.

“This year, this is Petrocouncil’s third Forum, and the topic of maintenance was not chosen by chance. It is expected that in the coming years, the total volume of purchases within this area in companies such as TCO, NCOC, KPO, Total Dunga could amount to about 2.7 billion US dollars, noted A. Dzhakiev. – More than 700 people from 450 companies from all over Kazakhstan, as well as the CIS countries, Spain, Italy, the USA and Turkey expressed a desire to participate in the Forum. Frankly, we did not expect such a large number, but this only shows that the maintenance market is very promising for small and medium-sized businesses, taking into account the completion of the Tengiz Future Expansion Project and the uncertainty in the implementation of other large projects in the industry.”

In total, four panel sessions were held as part of the Forum, during which top managers and key specialists of the largest oil and gas operators shared plans for carrying out major repairs and maintenance at oil and gas facilities, approaches to the effective management of enterprise assets, industrial safety, instrumentation and control, automation and much more.

Oil service companies spoke about their experience in participating in project implementation and their potential in maintaining oil and gas equipment. During each panel session, everyone was given the opportunity to ask questions and receive objective information.

The Forum was preceded by an exhibition of goods and services from manufacturers and suppliers of oil and gas equipment, held by the eventers for the first time in their history of organizing such events. For example, TexolKazService LLP presented its own development at the exhibition – a robotic installation for cleaning tanks. The self-propelled robot is capable of cleaning the tank remotely by one person using a control, monitoring and video surveillance system.

“The installation is designed to clean tanks with a hatch diameter of 500 millimeters, which is rare on a global scale. In addition, there are no analogues in Kazakhstan. I would like to note that starting next year, these installations will be produced in Atyrau,” said company director Bauyrzhan Zhaigaliev.

“I really liked that there is now a trend towards increasing Kazakh content. I think that great opportunities will now open up for domestic business to work on large projects,” expressed the opinion of Evgeniy Plyasunov, director of CES Kazakhstan LLP, a 100 percent Kazakhstani company specializing in construction and installation work in the oil and gas sector.
